The Intergovernmental Authority on Development (IGAD) is composed of 8 countries in the East and the Horn of Africa, namely Djibouti, Eritrea (membership currently suspended), Ethiopia, Kenya, Somalia, Sudan, South Sudan and Uganda. The Technical Assistance requested is a scoping study to assess the capacity development needs of the diaspora-oriented units, directorates and departments set up by the Governments of the IGAD Member States, all entities which are critical to the engagement of the diaspora to maximize the development potential of migration.
